The president justified the tariffs by citing national security, saying the country needed a predictable supply of those metals, though he also said he was bothered by what he perceived as unfair competition. It could be subject to a parliamentary challenge over whether it's germane to the annual bill authorizing defense programs. He warned that if they didn't bear fruit, he and his supporters "fully expect" to continue pushing their petition.

He said the measure's backers were considering offering the measure as an amendment to the National Defense Authorization Act, or NDAA, a defense policy bill that is one of the few pieces of legislation Congress passes every year.

It remains an open question where Democrats sit on the bill - which was still being finalized Tuesday evening.

"I want the Senate to take up those 500 bills that are sitting there that passed in the House and get those through", said House Majority Leader Kevin McCarthy, R-Calif. "The House is not", he said, noting that this is why it's so important for Republicans to retain their majority in the Senate following the 2018 midterm elections.
