As the two sides met for talks, new economic data showed that the US trade deficit with Canada grew to $3.1 billion in July.

Using the dubious example of his own success in convincing Ronald Reagan to do something the US president had already announced he wanted to do in his inaugural address, namely open trade from the Yukon to the Yucatan, the former Canadian prime minister advised Justin Trudeau to develop a close, personal relationship with Trump.

Canada and the U.S. need to present a text to the U.S. Congress by October 1 in order to join the deal the Trump administration signed with Mexico last week.

Wednesday was the first day that talks between the two countries resumed after four intensive days of talks last week ended on Friday without a deal after the mood soured.

"There is no political necessity to keep Canada in the new NAFTA deal", Trump tweeted Saturday.

"If we don't make a fair deal for the USA after decades of abuse, Canada will be out".

"[Canada] and other countries have been taking advantage of the United States for many years and this is the president that has stopped it", Trump told reporters.

He called NAFTA "a very stupid deal".

"No NAFTA is better than a bad NAFTA deal for Canadians and that's what we are going to stay with".

Trump could face resistance from Congress, which is unlikely to back any deal that doesn't include all three NAFTA partners.

Lorna Dawson, director of the Canada Institute at Washington's Wilson Center, watched all of the consultation hearings Congress held previous year prior to the start of the NAFTA re-negotiation. A lot is riding on a new NAFTA deal. Canadian negotiators therefore have less leverage in bargaining with U.S. negotiators than they did before the U.S. -Mexico deal. In bilateral talks with the U.S., Canadian negotiators can perhaps keep a ghost of the original dispute resolution process "on the books" to avoid a complete surrender. The US has reportedly eliminated the Chapter 19 provision in the agreement with Mexico, but Canada has insisted on its retention.

Trudeau said Tuesday he would refuse to sign a new NAFTA unless it preserved the exemptions that have protected Canada's cultural sectors, including broadcasting, publishing and music, for decades. "And we know we have a president who doesn't always follow the rules as they're laid out", Trudeau said. "I love Canada", he said.

But he now worries that the fight over NAFTA's future could set back the hard-won political gains of the pact and prompt both Canada and Mexico to look increasingly beyond a less-reliable USA to build other global partnerships.

In making his argument, Trudeau warned that abandoning the cultural exemption would be tantamount to surrendering Canada's sovereignty and identity because it could enable, for example, an American network to buy Canadian newspapers or TV networks.

"That would not be good for Canada".
