Sources familiar with the issue, confirming the Bild report, said German and US officials had discussed last month the possibility of German fighter jets helping with battle damage assessments or dropping bombs for the first time since the war in ex-Yugoslavia in the 1990s.

The latest escalation comes as residents of Idlib and many players in the worldwide community, including President Trump and Vice President Mike Pence, express new concerns about a Syrian attack on Idlib.

"The Russian jet fighters and the regime ground forces can not afford attacks while Turkish soldiers are there", Ibrahim Kalin, spokesman for President Recep Tayyip Erdogan, wrote in a newspaper column at the weekend.

"A regime assault [in Idlib] would also create serious humanitarian and security risks for Turkey, the rest of Europe and beyond", he added.

Turkey has accepted 3.5 million refugees from Syria since the beginning of the seven-year war.

Erdogan said despite being the target of terror groups Daesh and the PKK, Turkey did not lose its resolve to help Syrians.

Such tactics have preceded previous regime offensives.

Iranian President Hassan Rouhani warned against a "scorched earth" policy, but said "fighting terrorism in Idlib is an unavoidable".

"In an attempt to prevent the assault, my government contributed to the creation of a deconfliction zone and set up 12 observation posts to document and report ceasefire violations", he said.

Then in April 2018 the US, France and Britain launched a joint attack on Syrian facilities after a chemical strike on the city of Douman was reported to have killed at least 70 people.

"When we speak to Syrians who have already been displaced three, five, even six times, they themselves say there is nowhere to go". It said the violence was the "most intense" in weeks, with helicopters also dropping barrel bombs packed with shrapnel.

However, all three leaders agreed on the "territorial integrity of Syria", as Erdogan demanded to contain Kurdish aspirations for autonomy, and told the United States to leave Syria where its army and air force have supported Kurdish forces in the fight on IS.

Aid organisations have warned that any military campaign to retake the region of almost three million people on the Turkish border could spark one of the worst humanitarian disasters in Syria's seven-year war.

Now, as Syria gears up for an attack to retake Idlib, the last major bastion of terrorists in the country, Washington is threatening a third strike.

"Not only innocent Syrians, but the entire world stands to pay the price [otherwise]", he said. Turkey has erected concrete barriers along the Syrian border and its army is preparing to stop new refugees within Syria, where Turkish humanitarian aid organizations are setting up camps.

Bolton's comments come on the heels of the revelation that the Defense Department is drawing up options for possible military action against Assad as Russian and Syrian airstrikes began pummeling the last remaining rebel stronghold in the country.

On Monday, a top United Nations humanitarian official, Mark Lowcock, said that unless some way of "dealing with this problem" was found, what is about to transpire in Idlib could descend into "the worst humanitarian catastrophe, with the biggest loss of life of the 21st century".
