Kim calls for more Korea talks with Moon in new year

Despite these setbacks, another summit between Mr Trump and Mr Kim could happen in 2019.

North Korean leader Kim Jong Un suggested in a message to President Donald Trump that he wanted a breakthrough in stalled nuclear negotiations, the South Korean newspaper Chosun Ilbo reported, citing a diplomatic source who said Kim had sent a "conciliatory message" to Trump.

On Sunday, the workplace of South Korea's President Moon Jae-in said Kim had sent a letter to his partner in Seoul saying he needs to hold more between Korean summits one year from now to accomplish denuclearisation of the promontory.

Kim Jong-un also "expressed an intention to meet with Moon frequently in 2019" to pursue peace and "solve the issue of denuclearising the peninsula together", the spokesman said.

North Korea has continued to develop its nuclear missiles, despite pledging to ditch the weapons programme earlier this year - it has been revealed.

In an attempt to start working-level negotiations, the US said it would review its policy on humanitarian aid to North Korea.

Officials have yet to discuss what the message exactly said.

Moon added that he witnessed a sense of frustration over Kim not having been able to visit Seoul, which the two leaders agreed to during the third inter-Korean summit in Pyongyang this September. With global sanctions squeezing the country's trade flow and cash supply, any clues about the North Korean economy or Kim's growth strategies will be closely examined.

The tweet also included a photo that showed a ruby-colored folder emblazoned with the seal of Pyongyang's powerful State Affairs Commission and the top part of Kim's letter, which started with: 'Dear your excellency President Moon Jae-in.

Through three summits between Moon and Kim this year, the Koreas agreed to a variety of goodwill gestures and vowed to resume economic cooperation when possible, voicing optimism that global sanctions could end to allow such activity.

The letter comes days before Kim is expected to address North Koreans in a New Year's speech that North Korean leaders traditionally use to announce major policy decisions and goals.

During Moon's visit to Pyongyang in September, Kim promised to pay a return visit to Seoul "at an earliest date", sparking speculation that he may visit by the end of this year.

For Kim, working with South Korea has been a lot more productive than working with the US.

Moon Jae-in, in a message posted on Facebook, stressed Kim's willingness to comply with the South Korean and USA agreements on the issue, but acknowledged that many obstacles remain to be overcome.
