North Korea Blames Pompeo, Bolton For 'Mistrust' That Foiled Negotiations

She added that while South Korean President Moon Jae-in has tried to help bring the USA and North Korea together to talk, the South is "a player, not an arbiter" because it is an ally of Washington.

Choe said Washington threw away a golden opportunity at the summit and warned that Kim might rethink a moratorium on missile launches and nuclear tests, the AP said.

Washington has said it is closely watching activity at a North Korean rocket site that USA think tanks have said could be preparations for a new launch.

U.S. Secretary of State Mike Pompeo and national security adviser John Bolton "created the atmosphere of hostility and mistrust and, therefore, obstructed the constructive effort for negotiations between the supreme leaders of North Korea and the United States", TASS quoted Choe as saying.

Choe did not issue direct criticism of Trump and told reporters that "personal relations between the two supreme leaders are still good and the chemistry is mysteriously wonderful", South Korea's Yonhap News Agency reports.

The sharp turn in rhetoric reflects the North's comments that were made during the missile crisis of 2017 when Kim ordered the launch of the powerful Hwasong-12 warhead.

Vice foreign minister Choe on Friday said the DPRK leader had been surprised by the U.S.'s "eccentric" position in the aftermath of the summit.

The meeting in Vietnam ended when Trump walked away from North Korea's offer to dismantle the Yongbyon nuclear facility in exchange for relief from economic sanctions targeting their industries like coal, oil, and fishing and totaling billions of dollars.

But Mr Pompeo said he is "hopeful" that discussions will continue.

The Democratic People's Republic of Korea's (DPRK) is stepping up its diplomacy with Russian Federation following the Hanoi summit which halted without a deal with the United States, said Yonhap, after senior officials meeting in Moscow, discussing "a schedule of political contacts".

"I saw the remark that she made", Pompeo said. "And following that we continued to have very professional conversations". Why call for another summit to offer the same basic deal Trump has offered all along?

Images of a site known as Sanumdong, taken by the companies DigitalGlobe and Planet, show vehicles, rail cars and cranes at and around the facility used to assemble missiles and rockets.

The summit also saw the US reportedly give the North Korean leader a written and expanded American definition of "complete denuclearization".

"It's the administration's desire that we continue to have conversations around this", he said. "That's Chairman Kim's word. I think Chairman Kim understands that".

South Korea's presidential office, Cheong Wa Dae, responded cautiously to the reports of Choe's comments.

North Korea acknowledged for the first time last Friday that the Hanoi summit ended "unexpectedly without an agreement".

"What is clear is that the United States has thrown away a golden opportunity this time", she said.

North Korea claimed it had only requested a partial lifting of the sanctions.

It was not immediately clear if the veteran diplomat was just trying to put pressure on Washington or whether North Korea is seriously considering abandoning denuclearization talks.

The spokeswoman said the ministry had not confirmed why the North Korean officials decided not to attend.
